Matt and I dined at Shipotle on Front St. It opened one month ago at a second floor location in the heart of downtown Plainfield. We liked it. Matt had the pork tacos. They came with slices of radish, guacamole and chili sauce on the side and sautéed green onions. We've had many versions of this dish over the years and this was at least the equal of most of them. I had chicken with mole poblano. It came with yellow rice and refried beans, both of which had flavor. Which is to say that some food establishments' servings of these side dishes lacked that important element. The mole poblano sauce hid a generous portion of chicken, which was too much for me to finish. For $20, we had a meal for two with beverages and leftovers for an additional meal to take home. Better value than many New Jersey restaurants that charge in the $20 range just for one entrée that is often just ok but good for the price.<br />

It's time for a 2nd Ward change. I will finish 16 years of service as a City Councilman on December 31. It has been an honor and a privilege to serve the city I love. Plainfield is where Lois and I decided to spend most of our lives, buy a home, raise two wonderful children and become active members of the community. In doing so, our expectations have been exceeded. Where else could we meet such interesting people so committed to community. We don't have the highest property values in Plainfield but our value in human capital cannot be beat.<br />

Lois - my partner all the way. From the beginning of our involvement at Cook School, to New Democrats/Al McWilliams election campaigns, to successful school board elections in the 1990's all the way to being my campaign manager for the 2019 primary election.<br />

Adrian Mapp - who made some difficult years on the Council worth sticking it out. The last 5 1/2 years proved that Plainfield's potential can be (and has been) tapped. Leadership has been the missing ingredient at city hall and for the Board of Education and I am proud to say that I have been part of the turnaround team. <br />

Rebecca Williams - for being a great campaign manager who used to say she could never run for office. Look at her now! A great Council colleague along the way.<br />

Linda Carter - who ran with me 16 years ago in support of Al McWilliams. Look at her now!<br />

Thank you to the many people who sent me a message or spoke with me after the election. Working with you and serving you made the Council position gratifying. Thank you to the donors, most of whom were Plainfielders. <br />

Part of why I lost the election was because some constituents saw the job of Council differently than I do. I stuck to the priorities I set from the beginning, to my detriment with the election result. I will explain this someday with a blog post, perhaps when my term is up in December. For now, lets all work to support Mayor Mapp, rebuild bridges and continue the progress Plainfield is making.<br />

find a rather aggressive mailing against my opponent in the Democratic Primary
Election.<span style="mso-spacerun: yes;"> </span>It claimed my opponent was
responsible for the Y’s troubles. A reader could assume the Y is closed and
that would be wrong.<span style="mso-spacerun: yes;"> </span>The
YMCA has been a pillar of the Plainfield community and my family have been
admirers and avid supporters for years.<span style="mso-spacerun: yes;">
</span>We were sad to see the YMCA building sold but we hold hope for a
comeback.<o:p></o:p></span></div>

<span style="font-family: Calibri;">Currently the Y building is closed and sold.<span style="mso-spacerun: yes;"> </span>On the other hand the Y organization is under
the auspices of the Somerset YMCA.<span style="mso-spacerun: yes;"> </span>When
I last spoke with Kieran Anderson, a leader on the YMCA Board of Directors, he
said the Y was looking to regroup and find a new location.<span style="mso-spacerun: yes;"> </span>I wish them well.<o:p></o:p></span></div>

campaign mailers in the past. Like this past weekends attack mailer against
me.<span style="mso-spacerun: yes;"> </span>Facts are withheld and examples are
given that misrepresent my positions and votes.<span style="mso-spacerun: yes;">
</span>There is one actual fact: I do have 60% attendance this year.<span style="mso-spacerun: yes;"> </span>That is four absences and my opponent
conveniently did not mention that two of them were because I was directly
responsible for a family members health care.<span style="mso-spacerun: yes;">
</span>My attendance at Council meetings over my four terms is excellent.<o:p></o:p></span></div>

with about a half dozen people who thought the Y was dead and gone and I had to

Knowing I would be traveling in early May I submitted proposed budget reductions to the Council Finance Committee at the end of April. They totaled just over $500,000 also taking into account my proposed increases for the Library and seasonal recreation employees. This blog post puts me on the record for my position on the city budget. It was the will of the Council Finance committee to not accept my proposed budget amendments. Had I been present at the Council meeting (I tried unsuccessfully to call in) I would have voted no on the budget that was approved. The exception was Ashley Davis' no vote. She has shown herself to be an independent voice on the Council.<br />

We began a city-wide paving plan 12 years ago. But we were playing catch up and we didn't make much headway until the Mapp administration came to city hall. Now we have an accelerated paving program. <br />

What's more - we have begun to do what our engineers have been saying for years: maintain our roads by sealing the cracks to slow down deterioration and extend the life of our roads. Go to a shopping mall to see how for profit businesses invest in road upkeep. Just park your car and look down. Mall owners and operators know that crack sealing is cost effective.<br />

We still have many roads that haven't been paved for too long. A typical road should last 15 to 20 years or more with proper maintenance. With our accelerated paving plan, we will get caught up and then we will be able to afford even more resources for extending the life of our roads. The question facing us right now is how we can preserve the library hours. Although the proposed library budget is the same as in 2018, a new expense of $45,000 has been added in 2019 for training local residents to become certified in Cisco computer network support. That would mean reducing library hours to make up the difference. More on Cisco below. I propose we restore $30,000 to the library budget.<br />

Cisco certification is an opportunity for employment in high paying jobs. that's certainly an attractive initiative in a city with relatively high unemployment. But it is not clear how many people actually completed the Cisco training in 2018 and became certified. Even more important, how many became employed or advanced to training in higher level Cisco certification.<br />
<br />
I asked that question and the answer did not shed light on the questions above. But there is word in the community of a low graduation/certification rate for 2018. If that is untrue there may be justification to continue this program in 2019. If good outcome data is not provided to City Council, I propose we use 2019 to to put this program on hold and evaluate what happened and whether we can do anything to get better outcomes in 2020. That adds another $45,000 to the library budget.<br />

Plainfield's City Council approved an abandoned properties ordinance more than a decade ago. But there was not adequate leadership or commitment in city administration to take the ball and run with it. This is an important tool to get vacant and deteriorating properties restored so they are not eyesores and back on the tax rolls. We are now using it to our advantage.<br />
<br />
Shep Brown is the new Director who oversees Community Development. He shared with me that there are 276 properties on the abandoned properties list. Here is the breakdown by ward:<br />

This list is the first step in turning properties from liabilities to assets. In some cases the threat of future city action, like taking possession of a neglected property, is enough to spur the owner into action to properly care for his or her property. Or sell to a new owner who will do right by the property, the neighbors and the city. <br />

The city can take ownership if a property is not fixed up to Plainfield's code standards. <br />
<br />
Mr. Brown shared that he inherited a list with very little turnover. But the last 12 months tell a different story, according to Mr. Brown. Properties are coming off the list. I have asked him to share data to show this story in the near future. Stay tuned.<br />

Today Bridgeway serves the 10 northern New Jersey counties from 14 locations. We serve over 4,0000 people annually with 350 full time employees. Finally. In my opinion, this is due to leadership in our local municipal government. We have a Mayor and Council that are working with local, county and state stakeholders on many fronts to move our city forward.<br />

That's why this coming election is important. It is a contested Democratic primary. There will be a slate of opponents challenging the Council incumbents - Barry Goode and me. And a slate of Democratic committee candidates challenging the Regular Democratic Organization, currently led by Adrian Mapp.<br />

Plainfield Democrats - you have a choice on June 4!!<br />

Your current leadership stands for continued progress. You are seeing visible signs of it. An accelerated road paving program. Refurbished recreation facilities like Seidler Field. Development across the city. Less visible signs like an improved bond rating which will save taxpayers hundreds of thousands of dollars. Crime is down and property values are up.<br />
<br />
Our opponents want to take over city government. These opponents include many candidates for Democratic committee who are members of the Plainfield school board or have been. They have not yet turned our school district around.<br />
<br />
I <strong>urge</strong> you to support our team in column A. Why am I feeling a sense of urgency? Recent history. <br />
<br />
In the 1990s Plainfield had a revolving door of School Superintendents and a divided Board of Education. Our schools were failing our students because of a lack of leadership. A group of concerned citizens ran for and took over the School Board. I know this story well because I was one of them. Good timing gave us the opportunity to appoint a new School Superintendent - Larry Leverett. He began a reform program that started to turn the schools around. When he left after 8 years a changing Board of Education appointed a new Superintendent who was unable to sustain progress. Plainfield schools lost many of the gains that had been made and we are still a school district that is not providing the education our students deserve. <br />
<br />
My point is that progress is not guaranteed. It takes sustained effort over years. You cant fix what was broken over a long period of time without sustained quality leadership. We have that now at city hall.<br />
<br />
This primary election is not just about electing two Council members. Its about control of the Plainfield Democratic committee. Which ever group of committee members wins the majority in this primary election will select a mayoral candidate in the Democratic primary election in 2021. For Plainfield's future I want it to be Adrian Mapp. I don't need to agree with him on everything. I simply want a mayor who will provide effective leadership so we can continue to see visible signs of progress for many years going forward.<br />

In Plainfield the story is similar with a local twist. I like to think that our local version of pollsters<br />
are candidates for office going door to door asking residents about their issues. I used to hear public safety and potholes as the leading concerns. "Early returns" this election season have property taxes in front. And that is even more concerning to senior citizens I've spoken with.<br />
<br />
New Jersey property taxes are the highest in the nation. But Plainfielders do not care that they are in good company. They care that they cannot afford the taxes. Seniors on fixed incomes in particular are forced to move to other towns and states, away from their circle of supportive friends and neighbors. <br />
<br />
The challenge to decrease property taxes is daunting. So much so that I propose we take this on as a multi-year project beginning with the 2019 municipal budget. The city administration is presenting the City Council with an annual budget tonight, April 8. Once the Council receives the budget it is our responsibility to make any changes we see fit to make and then approve it. It is perhaps the most important decision of the year for Council.<br />
<br />
The administration budget proposes to increase expense less than 2% from 2018. This is in part due to increased pension costs. But decreased tax ratables means the Council faces a municipal property tax increase of 3.5%. Lower ratables comes from successful taxpayer appeals and means that the rest of the taxpayers take on a bigger share of the tax burden. (It is a misconception that developer tax breaks are causing Plainfield taxes to go up . In fact all of the developers receiving those incentives are still paying the city more than the previous taxes on the properties they are developing).<br />
<br />
Where does this leave us?<br />
<br />
The City Council will have to take a hard look at 2019 expenses. Police and fire division overtime pay is an example. Reducing expenses requires painful decisions that are bound to upset some constituencies. But that is what Council members agreed to take responsibility for with the oath of office.<br />
<br />
We will have to learn from what other cities have done. Some in New Jersey have reduced property taxes. It is what our residents need and require. It will also make us more business friendly. More commercial development and investment by current businesses will increase our tax ratables, taking on some of the burden from residential property taxes. These days I am seeing the good. After many years of local government being a hindrance to progress, city hall has become a catalyst for positive change on public safety, road paving, parks and recreation, fiscal health, economic development and health. As the longest serving Council member, I have been instrumental in learning from past mistakes and identifying solutions. My relationships within the city, created over many years through my work as a Cook School parent, a youth soccer coach, Board of Education member and Planning Board member, have enabled me to build awareness, understanding trust for city initiatives.<br />
<br />
We are making progress in Plainfield but we need to work harder to make it sustainable. That requires an objective view of the good, bad and ugly. A refusal to go along to get along. That's what I bring to city government. I've created space for questioning of proposals from the administration: most recently opposing the proposed ordinance giving sole power to the administration for employee lay-off plans and voting against the redevelopment plan allowing a Wawa.<br />
<br />
There is a lot more to do in Plainfield. My top priority this year is a property tax reduction. The Mapp administration has presented the Council a leaner budget than previous administrations. But after many years of 2% to 4% tax increases, it's not enough to say a small increase or even no increase is satisfactory. Our baseline property taxes are too high and the high PMUA fees just make it worse.<br />
<br />
Reducing taxes will be painful and will require leadership from local elected officials. I have the experience, credibility and relationships necessary to take on this goal. <br />

The New Jersey Schools Development Authority (SDA) will direct the project and they were out in force last week at the open house to share information on the new school. Residents may have noticed the fencing around Woodland School. Less obvious are the classroom trailers behind Cook School currently housing the Woodland students and teachers.<br />
<br />
Parents, school personnel, elected officials and local residents filled the high school cafeteria (while across the hall the Plainfield boys basketball team was trouncing Lawrence!). After some speeches by SDA folks, Mayor Mapp, Assemblywoman Carter and School Board President Richard Wyatt, attendees were invited to go to tables manned by project managers.<br />
<br />
I thought it odd that there was no question and answer period for the audience. But I wandered over to the site plan table where I saw that the new school will be positioned right against Woodland Ave., a concern I took up later with a Planning Board member who was present. I also saw that the soccer field will be preserved and there may even be an opportunity for lighting to extend its usage into the evenings. Plainfield needs more playing field availability and I hope we advocate successfully for that.<br />
<br />
I learned that the new school will absorb Cook School and will have a capacity of 700+. I'm not a fan of big schools and am disappointed to hear that Cook will be "decommissioned". School officials justify this plan by saying that our old buildings are obsolete and don't support the technology our students deserve. I could argue this point but will simply say that Cook and Woodland are not old buildings and could be upgraded instead of replaced.<br />
<br />
My main concerns are the size and position of the school with no setback from Woodland Ave. Still, there are significant positives in this project and it is a done deal.<br />
<br />
One other concern of a technical nature. This project do not come before the Planning Board for capital review. Why did that happen? That would have been the forum to discuss traffic, pedestrian safety, soccer field lights and many other important concerns. <br />
<br />
This is a done deal and there is much I do not know about the project and the school districts capital plans. Prior to the next project, I hope the school district will hold another open house and do so before anything is approved. Airbnb is permitted in New Jersey under state law. This law requires landlords to charge a state occupancy tax and also allows municipalities to charge a local occupancy tax by local ordinance. <br />

I learned that Plainfield Airbnb attracts people who want an inexpensive rental experience in an up and coming city that offers diverse cultural attractions (ethnic cuisine for example) and interesting history and architecture. Our two train stations offer an easy ride to Newark and Manhattan for business trips and tourism. <br />

Cities like Newark and Asbury Park have jumped on this bandwagon. I looked at the Asbury Park ordinance and it addresses resident concerns by requiring renters to be at minimum 21 years of age and it requires the landlord to live in the building where the units are being rented. These municipalities not only receive fee revenues but they regulate the rentals (which also include rentals through VRBO and Home Away) through a registration and inspection process.<br />

Police Director Carl Riley has led the department through an arduous and time consuming process that includes a lot of policy development and employee training over a number of years. It culminates with a survey team of outside experts closely examining whether or not our police department measures up to an extensive set of best practice standards. Since best practices evolve over time, accreditation must be maintained and periodically renewed through ongoing employee and policy development.<br />

Accreditation is standard practice in the health care world. The organization I work for, Bridgeway Rehabilitation Services, goes through this practice every three years. Our funders require that we do so. It is not easy and requires the commitment of every person in the organization. What makes the police accreditation particularly notable is that it is not required of police departments in New Jersey but we did it anyway. Because of the desire to continually improve the public safety services to our community. Kudos! Congratulations to everyone: from the director to the captains to the front line officers, dispatchers, administrative assistants, IT staff and anyone I might have left out. So I want to make my position on the ordinance clear. <br />

I regret not attending or calling in for the Council meeting but as CEO of Bridgeway Rehabilitation Services, I must attend a Board of Trustees meeting in Fords. This schedule conflict is a rare occurrence since most Council meetings take place on Mondays. <br />
<br />
The proposed re-organization will benefit the city. Three departments may have worked in simpler times, like the 1950s. But for many decades Plainfield has been forced to operate with a hodgepodge of offices and bureaus under the Public Works and Administration/Finance departments. Increasing the number of departments is a long time coming and create a more efficient and cohesive city hall. Public Safety will also benefit by splitting Police and Fire into separate departments.<br />
<br />
For 2018, there is no budget impact. For the future, the re-organization does not need to incur a cost increase if the administration is sensitive to the property tax burden and Council is vigilant and committed to lean annual budgets. Ultimately it is up to City Council to approve an annual budget and a property tax rate.<br />
<br />
Although I support the ordinance, I proposed changes at the last meeting. I am convinced that council could improve this ordinance and better protect the financial interests of taxpayers in future years. Here's how:<br />
<br />
1. Combine the positions of Director of Communications and Public Information Officer. Nothing was presented by administration officials or the Mayor to justify having both positions.<br />
<br />
2. Eliminate the 8 bureaus under Public Works. This is existing language no longer relevant to delivery of city services (example - a bureau for sewer and waste management that was needed prior to the creation of the PMUA). Administrations argument for keeping this language was "just in case we need to revert to the previous way of service delivery". A weak argument at best. We can make the changes if the need arises.<br />
<br />
3. The appointment and supervision of the City Clerk should reflect what every other municipality calls for - the Clerk is nominated and approved by the governing body and works for the governing body. Some have called Plainfield's government a strong City Council government because the Council has to vote on nearly every action of the administration. That does not take into account that the administration and Mayor have staff to delegate work to and the City Council has only the Clerks office, which has many responsibilities beyond assisting the Council.<br />
<br />
The benefits and concerns as I see them are not just in relation to the current Mayor, Council and administration. I am concerned about future Mayors, Councils and administrations. We are poised to approve a new ordinance that will affect Plainfield for years to come. I predict it will be approved Tuesday night as proposed by administration. Whether it does or not, the role of City Council is to balance the actions of other branches of local government and to approve budgets that the tax payers can live with.<br />

I commend their work and urge Plainfielders to get behind this initiative.<br />

Historic homes and neighborhoods have been advantageous to those living and near them. Preservation preserves the integrity of architectural assets, stabilizes neighborhoods, improves quality of life and increases property values (which is a benefit to the whole city). <br />
<br />
Some residents are concerned about government telling them how to renovate their homes and the increased financial burden they think comes with it. I can speak from experience. I was told by my insurance company to install a railing on my front steps. The HPC requested I use the simplest (and least expensive) design available so as to not have the railing detract from the other features of my homes front side. <br />
<br />
I have heard many examples of HPC rulings that balanced the financial concerns of the applicants with historic preservation. Of course there are some property owners who were told that they improperly replaced original windows with plastic frames which were out of compliance with the preservation standard or used aluminum siding. Property owners should be aware of the historic district regulations so they do not labor under common misconceptions such as:<br />

<li>HPC approves the colors of your house paint. <strong>HPC does not.</strong></li>
<li>HPC regulates building interiors. <strong>They do not.</strong></li>
<li>HPC regulates exterior work regardless of whether it can be seen from the street. <strong> HPC regulates only that which can be seen from the street.</strong> </li>

Sincere condolences go to Barbara, his children and his whole family. Gordons extended family included many friends in the Van Wyck Brooks Historic District and throughout Plainfield. Gordon was active in many local causes and truly instrumental in the success of duCret School of Arts and the Plainfield Planning Board.<br />

I knew Gordon best through our work together on the Planning Board. I was appointed in the late 1990s and Gordon had already been serving for many years. I soon realized that Gordon was the person in the room with the most knowledge of the many facets of the municipal planning process - zoning, engineering, etc. He was a person to listen to. Not only that but the way he conducted himself at the meetings. Professional, objective, polite, diplomatic when not agreeing with an applicant or another board member. He was the historian when reference was made to the past. In short, Gordon was a valuable asset to the city for many, many years.<br />
<br />
Until I joined the Planning Board, I didn't fully understand how important it is to the well-being of a city, how in subtle and not so subtle ways it can influence the future and impact every resident. Gordon understood this well and was a model that the rest of the board learned from at every meeting. His influence on Plainfield has been as substantial as any elected or appointed local official.<br />
<br />
I also got to know Gordon and Barbara at social events in town. He was always fun and interesting to talk with and a gracious host for parties. He was very committed to the DuCret School of Arts and served on it's board.<br />
<br />
His families loss is also Plainfield's loss.<br />

My view is that each of the three candidates brings a refreshing and less traditional style to politics. Yes Nick Scutari was associated with the previous chairpersons who did operate from the "boss" model of government that has not served New Jersey well. But Nick was a supporter of Al McWilliams when the "boss" basically cut Al off at the knees politically. Bosses expect loyalty above integrity and that time must not have been easy for Nick.<br />
<br />
Colleen Mahr as Mayor of Fanwood has been a friend to Plainfield through her Raritan Valley Rail Line advocacy and the contract for PMUA services that increases employment of Plainfield residents.<br />
<br />
I am voting for Nick Scutari. He is in the best position to help Plainfield and he has shown himself to be an independent thinker in the state legislature. But I will feel good regardless of who comes out on top when county committee men and women cast their votes for county chairperson on February 21. I believe that both of these candidates would bring positive energy and a more inclusive style to the Union County Democratic Party. We need it. <br />
<br />
We also need to get beyond the perception that county government is run by a boss. This perception is based on experience and wont be changed easily. But a vote by secret ballot for county chair will go a long way to mending the past. Too bad we are leaving this decision up to a judge.<br />
<br />
Regardless of what happens on February 21, I urge the county committee leadership to do a complete review of the by-laws towards increasing transparency and inclusion. And the new leadership would do well to find an important leadership role for the third candidate for county chair: Anthony Salters. He is a long shot but his message is respectful of the democratic process and positive. I saw with my own eyes the City condemning a home in the Crescent Avenue Historic District that was illegally converted into a four unit building. The property owner did what so many have done before - adding apartments or just rooms for rent - in the basement or the attic or wherever they could be squeezed in - with little regard for zoning regulations, safety concerns or lack of parking. For many years, Plainfield City Hall was not up to the task of regulating residential conversions.<br />
<br />
Not any more. The building mentioned above is now vacant. All tenants were relocated at the expense of the owner. The owner has to come back to City Hall and propose how this building will be made compliant with our building codes and zoning ordinance.<br />
<br />
The city has also hired an inspector to work on weekends to enforce our regulations for the weekend renovators who seek to do illegal conversions when the city is not watching.<br />
<br />
Illegal conversions are bad for our city. They are bad for the tenants who unwittingly rent unsafe apartments that have inadequate or no means of escape in the event of a fire. Or whose plumbing or electrical wiring poses a health or safety problem. Tell tale signs of illegal conversions are a lot of mailboxes and/or PMUA trash receptacles at a residence that appears too small for so many people to warrant it. <br />

The ABC reviews and renews liquor licenses annually. Earlier this year this responsibility was handed over to a citizen commission appointed by the Mayor and Council.<br />
<br />
I was reluctant at first to give this up but the wisdom of this decision is already clear. I've spoken to the commissioners and their plans are encouraging. The chairman, Oscar Riba, is a retired bar owner and with his fellow commissioners, have begun to draft new ordinances to improve enforcement of ABC laws.<br />
<br />
There are two major issues facing Plainfield's liquor license approvals and renewals. Some of our bars have all too frequent calls for police to deal with disorderly conduct. The ABC can impose conditions on a bar that has disorderly conduct problems and/or is not complying with the law. This can include hiring security staff and installing video surveillance cameras. Ultimately the ABC can deny a license but needs to use a progressive discipline approach to avoid having the state ABC overturning a local decision on appeal. When the ABC was under our City Council, it has imposed conditions on occasion but not often enough. It seems that some city council members were susceptible to influence by liquor license holders.<br />
<br />
The state law has a limit on licenses allowed in each municipality based on population. Cities like Plainfield over the limit when the state law went into effect were allowed to grandfather the licenses in effect at that time. Now we want new restaurant licenses to stimulate downtown development and, Plainfield being over the limit, they are hard to come by. Plainfields' licenses rarely come up for sale. Not long ago, a bar owner purchased one to prevent a competitor from taking away his clientele. He just pocketed the license.<br />
<br />
There are bills in the New Jersey legislature to allow new licenses in redevelopment areas but the bar and restaurant lobby opposes measures to create new licenses. They are protecting the financial interests of their constituents who have invested significant dollars for their licenses. <br />
<br />

There are two good reasons for this law. The first is to help improve the appearance of our streets. Be respectful of your neighbors. We all have a stake in keeping our streets and properties looking good. And if you have a yard maintenance service, make sure your contractor complies with the law.<br />
<br />
The second reason is an environmental one. Sediment and yard waste on the streets can wash into our storm drains. This can cause clogging and back ups. Eventually sediment silts up streams and rivers. This is especially true in high population areas like Plainfield and a lot of New Jersey.<br />
